Implementing the Presidential callup: Castrating or validating the all-volunteer Reserve

Article Abstract:

The problem with the Presidential Reserve callup (PRC), which authorizes the mobilization of any unit and any member of the Reserve to active duty for not more than 24 consecutive months for the global war on terrorism (GWOT), is discussed. It is suggested that the policy regarding the contentious 24-month clock draft must be changed and volunteerism in the Reserves validated by recognizing it beyond individuals, and focusing on unit cohesion and readiness to execute the mission.

Issues are presented concerning the utilization of reservists and the integration of the Marine Corps' active and reserve components. The complexities of the continuing callup of reserves prove instructive in this report on the total force concept.
