Article Abstract:

Congress passed the Goldwater-Nichols Defense Reorganization Act aimed at strengthening the power of the chairman of the Joint Chiefs of Staff (JCS) thus making service on the Joint staff more desirable as a path to promotion, reducing interservice rivalry and giving bureaucratic heft to combatant commanders. It has brought useful improvements in how the Defense Department works such as offering career incentives for service on the Joint Staff.

Conformity needs competition

Article Abstract:

An objective assessment of the performance of the US armed forces since the passage of Goldwater-Nichols Defense Reorganization Act reveals that the act has not been as effective as its supporters claimed nor as bad its detractors warned. The act's greatest success has occurred in the area of military operations by increasing the authority of the combatant commanders to bring it into balance with their responsibilities.
