Russia and Ukraine: restructuring for a new era

Article Abstract:

Russia and Ukraine's armed forces continue to reorganize command and unit structures as manpower capabilities change. While the weapons capabilities of the two countries remain steady, geopolitical and economic changes are forcing changes in their armed forces. In Russia, military districts have generally suffered from a decline in manpower even as other MDs gain more personnel due to consolidations. Meanwhile, Ukraine has had fewer changes as compared to Russia. However, Ukraine has cut down its military personnel strength by 9.5% or 35,000 men. Ukraine's reduction is proportionally greater than Russia's which cut its forces by 8.4%.

A Syrian-Israeli peace treaty

Article Abstract:

Syria and Israel have once again extended tentative feelers for peace in the wake of the assasination of Israeli Prime Minister Yitzhak Rabin. Assad appears to be exploiting Rabin's martyrdom by attempting to accelerate the peace process. However, many are skeptical of his intentions. A peace treaty involving Israeli withdrawal from the Golan will clearly present Israel with new security threats. These must be weighed against the potential cost of a failure to reach a peace accord.

Blueprint for a Syria-Israel peace treaty

Article Abstract:

The occupation of the Golan Heights remains the primary stumbling block between a Syria-Israel peace accord. Israel's withdrawal from the area could present a security risk, but a properly drafted treaty could minimize the risk.
