The decline of the general staff leaves reform in Limbo

Article Abstract:

The Russian General Staff has to accept a new more qualified chief, as the result of a plan for streamlining the high command proposed by Sergei Ivanov, the Minister of Defense, and confirmed through amendments to the Law on Defense approved by the State Duma. The reasoning behind the plan appears good, since functional overlaps between the Ministry of Defense and the Genshtab were generating tension in the interactions between these two bloated structures.

Countering terrorism in Central Asia

Article Abstract:

Members of the Shanghai Co-operation Organisation (SCO) have entered into a deal in their anti-terrorism exercises with the increasingly complex security environment in Central Asia, as it had become a focus of enhanced security assistance from a variety of countries since the deployment of US and coalition forces to bases. The exercise was divided into two stages, with more than 1,000 soldiers taking part.

Russia evolves its commonwealth policy

Article Abstract:

The decline of the Commonwealth of Independent States (CIS) looks inevitable following the institution's summit in Kazan, Tatarstan, in August 2005. It has revealed both the contours of Russia's evolving policy towards its neighbors as well as the continued decline of the CIS as an institution.
