The trials and tribulations of Korean War NCOs

Article Abstract:

Prior to the Korean War, the importance of Noncommissioned Officers (NCO) in the U.S. Army was not recognized and personnel policy makers made quite a few grievous mistakes such as replacing the Articles of War with the Uniform Code of Military Justice, resulting in slippage of professional standards and combat capabilities as well as sinking reenlistment rates. Despite the Womble committee's recommendations to the Assistant Secretary of Defense for Manpower in October 1953, improvements proceeded slowly till the mid-1970s when the selection, development and retention of high-caliber enlisted leaders gathered momentum.
