Will encouraging telecommuting decrease traffic congestion?

Article Abstract:

Telecommuting does have the potential to reduce traffic congestion by relieving the number of drivers from the road. However not everyone is able to telecommute everyday of the week and about half of those who do telecommute are found to stop after 9-18 months. Telecommuting can be moderately beneficial however it will not reduce traffic dramatically. Perhaps a proactive stance would encourage greater participation.
