The demographic trends and service needs for public managers regarding immigrant populations are examined. The responses of the stakeholders to government policy initiatives for improving service delivery to limited English proficient (LEP) and immigrant populations are discussed.

Investing or squandering social capital? Community-based organizations for indigent health care

The community-based collaborations in a United States-Mexico border location are examined that focuses on the local commitments made in financial and social capital for long-term sustainability. The challenges to sustainable health care programs are discussed.
