SCC parties sign agreements on multilateralization, TMD systems

Article Abstract:

The US, Belarus, Kazakhstan, Russia and the Ukraine signed arms control agreements on Sep 26 1997. The agreements relate to the 1972 Anti-ballistic Missile (ABM) Treaty, establishing a demarcation between theater missile defense systems, which are not restricted under the treaty, and strategic missile defense systems, which are limited by the treaty. The agreements also designated the four former Soviet nations as legitimate successors to the Soviet Union with respect to the treaty. The Clinton administration will submit the agreements for Senate approval after the Russian Duma ratifies START II.

DOD official says NMD system may require treaty withdrawal

Article Abstract:

The US would have to withdraw from the 1972 Anti-Ballistic Missile Treaty (ABM Treaty) if it pursues the deployment of a national missile defense (NMD). The ABM Treaty signed between the US and the Soviet Union would have to be amended to accommodate its launching of a NMD system. This was emphasized by officials from the Department of Defense before the Senate Armed Services Committee. Withdrawal from the treaty would enable the US to deploy a NMD by the year 2000. The treaty is under a five-year review to be participated in by the US, Russia, Belarus, Ukraine and Kazakhstan.
