The evolution of sustainable development strategies in Portugal

Article Abstract:

The Portuguese government is beginning to embrace the concepts of sustainable development but has been ineffective in transforming rhetoric into concrete policies and actions. This is due to political, economic and democratic obstacles to the country's transition into sustainability. In particular, these include the country's lack of basic infrastructure, regional homogeneity and efficiency in resource management, the inability of institutions to face the demands of sustainable development and the lack of a system to guide cooperation between institutions.

Norway's institutional response to sustainable development

Article Abstract:

The Norwegian political process of formulating environmental policies that are in line with principles of sustainable economic development has been marked by changing levels and nature of political support. Today, the national and local structures for improving Norway's environmental policies are functioning more or less independently of political pressures. Norwegian environmental policies are also being developed independently of international trends in sustainable economic development.

Budgets, bureaucrats and the containment of urban England

Article Abstract:

England's urban policy implementation reveals that incentives within planning agencies are heavily skewed toward budget maximization and bureaucratic expansion rather than public concern. England's 1947 Town and Country Planning Act has been pursued extensively throughout rural England and agencies do not seem to be contemplating a significant policy rethink despite significant external costs.
