North Korea in 2004: From Brisk diplomacy to impasse

Article Abstract:

North Korea marked the beginning of the year 2004 with an outbreak of diplomatic offensives, which led to its participation in two six-party talks, two summit meetings with China and Japan, and its first-ever-military talks with South Korea. However, the statement was reinforced by passage of the U.S. North Korean Human Rights Act, South Korea's nuclear experiments, and a hostile rhetoric toward North Korean voiced in the U.S. presidential election campaigns.
