Democracies are prone to doing bad things for good reasons

Article Abstract:

Western democracies tend to avoid war where possible, and only go into wars when forced to, so they are often unprepared, so begin wars badly. This helps to explain some problems relating to the conflict in Yugoslavia. The 1939-1945 war was started to aid Poland, and did not achieve this aim even after the war, when Stalinism took over Poland. There were efforts to tackle the problems in the Gulf through diplomatic means prior to military action being undertaken against Iraq. By then, many Kuwaiti refugees had most their lives.

Now force is the only way

Article Abstract:

The West could have helped Yugoslavia by demanding a new constitution with rights for non-Serbs, as otherwise civil war was inevitable. State boundaries and ethnic groups do not often coincide, but the idea of a state for each nationality is not feasible. Minority rights may need enforcing. Serbia's economic chaos and isolation will probably require armed convoys of supplies , demonstrating superior force. Europe's toleration of revolt must be limited , so minority groups need not expect assistance.

Article Abstract:

The overthrow of Saddam Hussein was not a categorical aim of the Gulf war as Iraqi soldiers would have protected their own territory in Baghdad, the army would have cared for his security and finding him would have been impossible. The Shias rebellion in the south and the Kurds in the north caused the US to withdraw to avoid involvement in civil war. President Saddam had to deal with the insurrection so his support from the Sunni minority continued.
