Police cameras focus on dangerous drivers; Technology may help to combat speeding, but it raises fears over civil liberties

Article Abstract:

Two video camera systems are used by police to detect speeding, tailgating and red-light jumping: The Gatso meter and the Bosch Traffpax unit, costing about 18,000 pounds sterling each. Two mass-detection loops under the road trigger two photographs recording the registration number and speed. One London camera filmed 23,993 cars over 65mph in a 40mph limit in 20 days. Accidents and offences are estimated to be reduced by 60%. The Road Traffic Act 1991 permits instant summons through ad hoc surveillance after Jul 1 1992. The civil rights organisation Liberty is concerned that the information could be used for other purposes. In other countries there is legislation to deal with loss of privacy.

Taking liberties with the free market

Article Abstract:

BBC commercial subsidiaries turned over more than 200 million pounds sterling in 1991-2 and programme sales abroad produced 47 million pounds sterling. The BBC's charter review manifesto states that increasing international communication is a major goal. Revenue will go to originating departments instead of central finance from April 1994. Programmes made to appeal to the international market may differ from domestic requirements. Commercial activities should not conflict with the principles of public service broadcasting.

Speeding up the means of transport

Article Abstract:

The Botswanan government recognizes that improvements to the country's transport infrastructure will assist businesses and boost the tourist industry. The country now has more than 4,600 km of tarred roads, and extensive investment is being made in road construction and repair. The country's 644 km of railway track has been upgraded, but there are no plans to extend the rail network. Air Botswana is now making a profit, and has developed a role as a national carrier that is mainly a feeder operator.
