Why do we all drink so much?

Article Abstract:

Issues concerning the consumption of alcohol, cigarettes and drugs by young people in the UK are discussed. It is argued that social forces against the consumption of intoxicants are much stronger in continental Europe than in the UK.

Policy and the smuggling bonanza

Article Abstract:

The abolition of customs border controls in Europe in Jan 1993 has led to a significant increase in the smuggling of alcohol and tobacco into the UK. There is a very large price difference for cigarettes between the UK and continental Europe, and cigarettes are easy to transport. This makes them very attractive to smugglers, for whom the rewards of smuggling are now much greater than the potential costs. Amateur smuggling is relatively harmless, but smuggling has now become professional in nature, thus having a significant impact on the UK economy.

Surprise reprieve for drinkers but smokers pay a high price

Article Abstract:

UK Chancellor Gordon Brown has increased excise duties on tobacco by 5% above the rate of inflation in his 1999 Budget. This will help to meet the cost of a 3 billion pounds sterling programme of tax benefits for the elderly. However, he has not increased duties on beer, wines or spirits, and this has prompted a negative reaction from cigarette manufacturers and retailers. The freeze on duties on alcohol has been welcomed by the Brewers and Licensed Retailers Association.
