We must win hearts and minds in the Middle East

The battle for public opinion may yet prove Nato's toughest test

Article Abstract:

UK Prime Minister Tony Blair appears to be preparing public opinion for the fact that Nato will reject a peace offer from Yugoslav President Slobodan Milosevic which would involve negotiations based on the new redistribution of population in Kosovo, Yugoslavia. Blair believes that extensive media coverage of ethnic Albanians fleeing from Kosovo has helped to boost public support for Nato military action against Serbia, and both he and President Bill Clinton are unwilling to consider a solution which would not allow the ethnic Albanians to return to Kosovo. It is possible that in the longer term Nato will shift towards the use of ground troops.
