Power to the people: government has a responsibility to see that all its citizens have access to the latest telecommunications technology

Article Abstract:

Broadband telecommunications is changing people's lifestyles for the better in its ability to deliver competitive cable television, telephone service and high-speed computer networking to every home and office. However, like electric power during its heyday, the technology needs government intervention to democratize it. The Americans have historically resorted to affirmative government to get what they needed particularly in the area of electric power. Its success in providing benefits to the Americans can be repeated in the area of broadband telecommunications.

Russian reserves face an uncertain future

Article Abstract:

The Central-Chernozem Biosphere Reserve in Russia faces a difficult future as a result of radical changes to the Russian economy following the fall of Communism. Much of the scientific research performed at the reserve is constrained by inadequate finances. Money-making schemes such as working farms and tourism are being reviewed as a possible source of finance for the reserve.
