Staffing up for a major program

Article Abstract:

The East Bay Municipal Utility District in California has chosen to utilize its in-house staff to tackle major construction management projects. The management aims to promote active project involvement, protect the firm's interests and provide its staff with career development opportunities. The program is successful because of careful planning and implementation. The company is also able to hire highly qualified staff, choose good projects and closely supervise project operations. This management style has proven to bemutually beneficial to both project owners and the in-house staff.

Article Abstract:

The East Bay Municipal Utility District (EMPUD) directed a $38 million upgrade of the Mokelumne Aqueduct System. The system consists of three pipelines which carry water from the Pardee Reservoir on the Mokelumne River to storage reservoirs that serve 1.2 million people in and around Oakland, CA. The threat posed by seismic activity on the system's integrity compelled the EMPUD to start the project. Some of the changes made on the structure include the stretching of the existing sheet pile wall along the longitudinal axis of the levee and replacement and backfilling of the pipes.

Article Abstract:

Pro-active, proficient and pro-people policies in environmental projects effectively communicate project goals, lead public opinion, build sound community relations, and curb negative public reaction. The confrontational and contrived philosophy of unilateral decisions and their subsequent defence evokes public skepticism, outrage, and resistance. Risk communication is successful when data are valid and technically accurate, community concerns are genuine, and key messages are pretested through peer-review and target-audience focus groups.
