Immigration: the progress we've made and the road ahead

Article Abstract:

New York City Mayor Rudolph W. Giuliani believes that the federal government should address the issue of immigration with fairness and magnanimity. New York City for its part has lobbied for the passage of legislations protecting and upholding the rights of immigrants. It established the Immigration Coalition, a group that engineered a public education campaign opposing anti-immigrant programs. However, he strongly believes that only naturalization can protect immigrants from the effects of harsh and discriminating measures.
