Stay of execution offers chance for improvement

The Construction Industry Training Board (CITB) was reprieved in Feb 1993 for another 5 years as construction industry institutions persuaded the UK government that insufficient training would be provided if it was abolished. The CITB charges a levy to firms whose wages are more than 45,000 pounds sterling a year. Larger firms' levies are reimbursed through grants. Smaller firms are exempt from value-added tax. The exemption from levy and value-added tax for smaller firms is unlikely to be reformed by the government. The CITB has been criticised for the poor quality of some of its training courses.

Bypass operations needed to rescue roadbuilding
Article Abstract:
The UK government proposes to cut the DoT's (Department of Transport) budget, as part of an overall policy to reduce public spending. Substantial cuts have already been made in the roadbuilding sector and if further cuts are made the civil engineering industry will face ruin. This would result in high unemployment, increasing the Social Security Department's budget and decreasing fiscal payments. Roadbuilding is cheap for the government as contractors are working for no profit. The DoT's road budget was 1.26% of its predicted total for 1990-91.

A nationwide analysis
Article Abstract:
The review of the construction industry headed by Sir Michael Latham covered the whole of the UK, even though many English builders could not understand which projects in Scotland and Northern Ireland were of interest. Visits were made to Scotland and Northern Ireland, and meetings were held with construction industry leaders there. Many of the report's recommendations can be applied to Scotland and Northern Ireland, although some changes may have to be made to allow for different laws, customs and practices.
