Diversion incentive: testing pay as you throw

Cedar Rapids, IO, implemented a curbside recycling pick up and a pay-as-you-throw policy to improve methods of garbage disposal and increase the capacity of landfills by three or four more years. The pilot project was launched on April 14, 1997 and will take effect for 12 weeks. Residents of Cedar Rapids totaling 115,000 were allowed to bring out as much garbage as they had for a $10 fee intended for recycling and waste management. In selected areas, 4,900 people were allowed 40-pound garbage bag or a 35-gallon can. Extra containers were available in exchange for stickers worth $1.25 at local stores.

Containing collection costs
Article Abstract:
The city of Olympia in Washington hopes to achieve reduced collection costs by implementing a restructured curbside collection system, involving biweekly collection and increasing materials for recycling to 32 gallons. Under the new system, recycling and garbage collection will be done alternately, needing only 16 personnels and collection vehicles. It is anticipated to result to a $200,000 to $250,000 annual savings for the city.

Composting breaks down explosives
Article Abstract:
Contaminated soils created by the Hawthorne Army Depot, Nevada, are made safe to use in an inexpensive composting process. Soils containing explosive materials such as Royal Dutch Explosive, High Melting Explosive and ammonium picrate are being decontaminated using a bioremediation process that costs up to 175 dollars per cubic yard. The programme will clean 41,000 cubic yards of soil.
