Waste management can improve by expanding the weight-based system to charge fees according to the nature of the materials and waste streams. A pilot program has proved its feasibility in the residential sector. While private haulers can be hired for organic waste collection, recycling should be encouraged by providing refuse containers.

New recycling era for NYC

New York City signed a 20 year contract in September 2004 with Huygo Neu Corporation to process and market recyclables. The contract reflects the administrations bottom line conclusion that as landfill prices increase and technology improves, recycling is the most cost-effective way to get rid of much of its garbage.
