It is becoming increasingly uncertain whether there will ever really be a true strategic partnership between Russia and the US. The two countries are particularly divided in relation to the proliferation of weapons of mass destruction and how to prevent this. Most significantly, they have differing views on the US need to move forward in ballistic missile defense as a response to proliferation. It is now vital to identify a solution that unites both US defensive needs resulting from the emerging missile threats presented by proliferation and Russian worries about mutual deterrence and status.

The U.S. and Russia: a virtual partnership
Article Abstract:
The post-Cold war US-Russian relationship has improved significantly despite a few persisting problems. Obstacles to efficient arms control, such as Russia's domestic politics, and financial and technical constraints is the problematic area in US-Russian relations. The contentious issue of expanding the North Atlantic Treaty Organization and Russian attempts at reintegrating the former Soviet Union are adversely affecting the relationship. Besides basic attitudinal differences, the lack of a solid economic base is negatively affecting the stability of US-Russian relations.

Article Abstract:
There are many contradictory influences on Russian national aims, which remain very ambiguous. This situation is reflected in Russian views on a wide range of issues relating to addressing proliferation and ballistic missile defense. Russia generally has a rather negative attitude towards the US ballistic missile defense agenda, believing that there is not an urgent need to increase ballistic missile defense activities. There is also considerable confusion in Russia about the outcome of US political controversy on matters related to national missile defense deployment.
