Article Abstract:
There are still significant differences between the responses of the US and the Russian Federation to the proliferation of weapons of mass destruction. Russia feels that diplomatic and arms control approaches are most appropriate, with additional ballistic missile defense systems not being required. In contrast, the US is mixing diplomatic and arms control approaches with a range of ballistic missile defense systems. Individuals in both Russia and the US believe that it is possible to have a national missile defense system which is effective for limited attacks and is line with the overall purpose of the Anti-Ballistic Missile Treaty.

A White House press release on Sep 28, 1994, on joint statement on strategic stability and nuclear security by the presidents of the US and Russia stated that both the presidents highlighted the need for the nonproliferation treaty to ensure security and stability in the world and agreed for reduction in strategic arms. They appreciated the dismantlement of strategic nuclear systems by the signatories of START I treaty and agreed to work for early ratification of START II. The presidents agreed to intensify bilateral and multilateral cooperation on issues such as preventing illegal arms transaction to safeguard nuclear security.

The anti-ballistic missile treaty charade: a study in elite illusion and delusion
Article Abstract:
The violation of the Anti-Ballistic Missile Treaty (ABM) by the former Soviet Union by deploying and modernizing national ABM systems has given Russia a strategic advantage over the United States in its defensive systems. The US must declare the ABM treaty and the Strategic Arms Limitation Talks (SALT) null and void, since both are futile for the U.S. The existing and continuing proliferation of nuclear weapons serves enough cause for the U.S. to install a national ballistic missile defense system.
