Premarital HIV testing: the case of Mexico
Article Abstract:
A study conduced by CONASIDA, the National AIDS Council, Mexico, and the State Health Department, Coahuila, Mexico, on compulsory premarital AIDS testing shows that the seroprevalence rate in the Mexican population is 0.03 to 0.04%. The law, implemented in Jan 1992, is a violation of human rights and does not help in the prevention of the spread of AIDS. The government of Mexico revoked the law after this study was published. Regulations were adopted in 1995 which do not allow discrimination in employment or other activities against HIV positive individuals.

The multiplication of fractional elk - New Mexico's new math
Article Abstract:
New Mexico's elk hunting permit system fails to compensation landowners for damage done by elk and should be reformed. The system shifts administrative costs to landowners and compensates small landowners less than large owners. It creates disincentives to verify elk populations or damage levels and for the state's Dept of Game and Fish to investigate claims. Because owners receive compensation for damage indirectly, by selling their allotted elk hunting permits, there are no guarantees that their costs will be met.

Testing the force: HIV and discrimination in the Australian military
Article Abstract:
Australia has become embroiled in a controversial case involving the military and HIV testing. The case began when a member of the Army General Reserve, who wanted to become an enlisted solider, was discharged when his post-entry medical exam showed that he was HIV positive. He then complained to the Australian Human Rights and Equal Opportunity Commission that his discharge violated the country's Disability Discrimination Act of 1992.
