Health managers lack a sense of balance

Article Abstract:

The House of Commons Public Accounts Committee (PAC) has recently expressed concern that NHS trusts could be investing too much in managing their money, while failing to properly invest their balances and thus losing out on large amounts of investment income. Trusts tend to focus on controlling risks rather than on seeking a higher rate of return, and often use clearing banks where interest rates are low. Integer, which advises NHS trusts and local authorities on investments, is now encouraging them to look at other banks and building societies.

Article Abstract:

Local government reform which has been undertaken in New Zealand could well serve as a model for similar changes in the UK. New Zealand has focused on improving the quality of strategic management, with chief executives having both operational freedom and considerable responsibilities. Councils must undertake strategic financial planning, drawing up draft budgets for at least 10 years ahead, and there is now extensive use of resource accounting. There is an internal market for public contracts between local authority trading enterprises.

Change of emphasis challenges managers

Article Abstract:

Decisions concerning the purchase of office technology should be based on the organisational change required. This leads to more attention to the management of excellence and amount of output. Staff should be involved in the choice of equipment as it should enable them to do their job. Computer systems bring different processes together, so reducing levels of management needed. Businesses use technology in their existing structure, but could be based on systems of machines and people processing inputs to create outputs.
