Job subsidies - a cure for unemployment?

Article Abstract:

Many European governments have been prompted to try to counteract unemployment by encouraging companies to create jobs. However, economists now feel that the expansion of aggregate demand does not have a beneficial long-term impact on unemployment. This has led to more attention being given to measures such as education and training and moves to cut the non-wage costs of employing labour. Some consideration is being given in France and Spain to the use of temporary job subsidies, but there are no signs of such moves in the UK.
