Hialeah, Florida, is seeking to set up a county and become independent of Dade County. Hialeah has a strong Cuban-American identity, and its mayor is Raul Martinez who has faced extortion charges, but is seen as an able administrator. Dade County mayor, Alex Penelas, also has Cuban roots, and represents a reformist trend among Cubans. He is seen as a possible running mate for Al Gore. Hialeah is unlikely to succeed in its bid, and claims that it pays more in taxes than it receives in services are denied by Dade officials.
