Senate sluggish on defense authorization, appropriations bills

Article Abstract:

The Senate was held up in the legislative quicksand that prevented the passage of a defense appropriations bill containing more than $140 billion in funding for all of the weapons procurement and research and development programs. The measure, if it wins Senate approval, represents a huge win for General Dynamics Corporation unit Bath Iron Works, and for the Republican Senators from Maine.
