Cut out malpractice, says tender code

Article Abstract:

Davis Langdon Consultancy has drawn up a draft Code of Practice for the Selection of Subcontractors for the working group 3 of the Latham review. This is likely to be published in summer 1996. It embraces all the recommendations for good tendering practice set down in the 1994 Latham report. It states that contractors should invite three-six subcontractors to tender, giving them four-10 weeks to prepare tender documents. Efforts should be made to avoid malpractice, including Dutch auctioning and bid peddling.

Arrested development

Article Abstract:

The UK government has decided that hospitals cannot be publicly funded unless there are no private sector sources of finance. The National Health Service Executive issued this ultimatum in Mar 1995. Hospital building schemes are expected to be delayed by 49 weeks which will mean a drop in hospital construction in the UK for 18 months or longer. The sector is worth some 1 billion pounds annually. A number of projects have been halted, including a redevelopment of a hospital in Dundee.
