The current debate over affirmative action could affect the Small Business Administration's 8(a) program, which offers sheltered federal sole-source contracts to Hispanic and other minority firms. The program is needed for continued minority participation in the federal procurement market.

The 1994 Summit of the America's emphasized the importance of Hispanic business enterprises to the success of US international trade. The US Hispanic community is expected to bridge the culture and language gap between the US and its trading partners in Latin America and the Caribbean.

The cost of capital is relatively high for Hispanic and other small amd medium sized businesses because of the adverse impact of the saving and investment imbalance. Reduction of the capital gains tax and reform of entitlement spending are needed to reduce capital costs.
