Experience rating and the generosity of unemployment insurance: effects on county and metropolitan unemployment rates

Article Abstract:

I find that state policies affect county and metropolitan area unemployment rates, particularly their policies with respect to unemployment compensation. A generous compensation system is associated with higher unemployment rates, and greater experience rating is associated with lower rates. I also find that greater unionization is associated with higher unemployment rates. Secular manufacturing growth has a weak negative association with unemployment rates in nonmetropolitan counties, but no association in metropolitan areas. A Fairer Examination of Rating Scales when Used for Performance Appraisal in a Real Organization Setting

Article Abstract:

Methods of performance appraisal are compared in this study. Executive managers of aircraft product industries are trained to appraise work performance using two rating scales: the BARS scale and a graphic rating scale. The managers then appraise their subordinates using a mixed order of ratings. The leniency and halo effects are less using the BARs format. A higher interrater agreement occurs with the BARs format. A final explanation asserts that the BARs method prepares the rater better and is less susceptible to bias.
