Subs: Best basing mode for boost-phase defense?

Article Abstract:

The PentagonEs Missile Defense Agency (MDA) is considering the costs and benefits of launching kinetic-energy interceptor missiles from Aegis-equipped warships, submarines, or cargo ships. Boost Phase is the best, but most difficult phase to destroy attacking missiles and this is considered by the MDA as an ideal solution.

Defense strategy still in transition

Article Abstract:

Military spending decisions are being delayed by President Bush who announced that no new money would be available immediately and the amount would not be as much as recommended by the Joint Chiefs of Staff. Bush had campaigned that erosion of combat readiness and military morale would change if he was elected.
