The UK Defense Secretary Geoff Hoon, on 16 December 2004, announced the details of a radical modernization plan for the British Army, which is formally referred to as Future Army Structure (FAS). The armies that are structured for warfighting, handling present and future challenges, improved stability and employing more battalions for use are some of the main objectives of the FAS.

The NATO Istanbul Summit held in June 2004 in relation to missile defense stated that they are examining options for addressing the increasing missile threat to Alliance territory, forces and population centers through an appropriate mix of political and defense efforts, along with deterrence.
