California develops market zones
Article Abstract:
California law stipulates the necessity of progressively diverting their solid wastes. In order to fulfill this requirement, twelve out of the eventual forty Recycling Market Development Zones have been set up. Needed for this act is the creation of secondary material business enterprises, expected to form the market for the products from these zones. Underlying this nationally unique program is the utilization of waste recycling as a tool for the economic development of California's locality.

Nonprofit recyclers find life after curbside
Article Abstract:
Nonprofit corporations in the recycling business have to reassess their roles as the increased profits from the business tends to blur the differences between nonprofit and for-profit firms. The entry of for-profit firms also means that nonprofits are competing with entities that have an essentially different vision of the business. Nonprofits need to see themselves as one of many players in a competitive market, but a player with a different and important role to play.

Variable fee systems in Minnesota

Trash hauling fees in Minnesota have changed with the introduction of the legislative's volume or weight basis for trash fees. Amendments later introduced the use of a base unit price. The state and local governments have three main purposes for their actions, but the viability of their system is continually being questioned as case studies reveal numerous operational problems being encountered with the use of variable based rates.
