Report calls for action on government secrecy: Moynihan Commission notes three million people can classify data
Article Abstract:
The Commission on Protecting and Reducing Government Secrecy released its final report on reforming the management of classified information. The Commission was established in response to the increased cost of information security and excessive classification of government information. The report states that an agency needs to be in charge of declassification, the scope of classification needs to be better-defined, the duration of classification should be defined at the outset, and executive accountability for classification thresholds needs to be improved.

Government must pay Nixon for his papers
Article Abstract:
The US Court of Appeals for the District of Columbia has ruled that former President Nixon's papers were his property and that he should be compensated for them. Prior to the passage of the Presidential Recordings and Materials Preservation Act in 1974, presidential documents were held to be the property of the presidents. This act was passed in an attempt to limit Nixon's rights to control and dispose of his papers. The court ruled the act interfered with Nixon's right of property, so he should be compensated for the taking.

CNN declared 'state actor' in government search
Article Abstract:
The US 9th Circuit Court of Appeals ruled in Berger v. Hamann that the Cable News Network (CNN) became a state actor when it coordinated media coverage with the US Fish and Wildlife Service of a Service's raid on a Montanan rancher suspected of illegally poisoning wildlife. The rancher sued for violation of his rights. The appellate court allowed continued broadcast of recordings of the raid. US Fish and Wildlife agents wore hidden CNN microphones and were followed by CNN cameras during the raid.
