The Environment Agency and planning

Article Abstract:

The UK Environment Agency began operations in April 1996 when it replaced the Waste Regulation Authorities, Her Majesty's Inspectorate of Pollution, and the National Rivers Authority. The new body's chief executive, Ed Gallagher, argues that it should make planning guidance simpler. Most of the agency's staff are based locally, so it should meet local needs. The agency will implement waste management polcies and will also provide information for central and local government.

Contracting out planning

Article Abstract:

A recent survey by the RTPI's Management Development Group has revealed that 83% of local planning authorities contracted out planning work during the year in question. The survey was aimed at analysing current practice in contracting out services, and also long term plans. The work contracted out included specialist advice on appeals; evaluation of environmental assessments; and development plan preparation studies.

Every planning authority should have one ...

Article Abstract:

The Royal Town Planning Institute (RTPI) made a key point to the Nolan Committee on Standards in Public Life, that all local planning authorities should have access to councillors via a qualified head of planning. The RTPI denies corruption in significant amounts within the process of planning and acknowledges that conflicts of interest might arise.
